Inside Safe Program

On January 18, 2023, the City Council and Mayor approved the motion (C.F. 23-0033) to establish the Homelessness Emergency Account (HEA) to address the City’s homelessness crisis. The City Council and Mayor also authorized the City Administrative Officer to spend the funds as directed by the Mayor, and to provide reports to Council on the expenses incurred and purposes for which the funds were used.

Los Angeles Homeless Services Authority (LAHSA) Scopes of Required Services

The Scope of Required Services (SRS) describes the services that LAHSA's contracted non-profit organizations are required to provide for each program.


Metrics Reports

The Office of the City Administrative Officer (CAO) releases monthly reports, known as Homelessness Emergency Account (HEA) Reports, with metrics and other supporting information regarding budgeted funding used to address the homelessness emergency and continue implementing the Inside Safe Program. CAO also releases quarterly reports on the Homelessness Emergency Declaration.
